D007 consumes only finalized D006 facts with fact_type of lab or vital.

Outputs:

normalized_measurement_facts.jsonl: enriched measurement facts, one per D006 lab/vital fact.
duplicate_candidates.jsonl: relationships only; D007 never deletes or merges source facts.
measurement_review_queue.csv: fact IDs and reason codes only, no patient values.
measurement_normalization_manifest.json: aggregate counts only.

Invariants:

Original fact ID, subject, assertion and provenance remain traceable.
D007 never assigns LOINC/OMOP codes.
D007 never infers a unit that is absent or ambiguous.
Cross-dimension conversion requires a measurement-specific allowlisted formula.
Duplicate detection marks candidates but does not discard facts.
Qualitative/unparseable results are preserved and routed for review rather than coerced to numeric values.
