D007 never deletes a measurement.

A relationship is emitted between two facts only when the same patient and same canonical measurement are known.

Relationship classes:

strong_duplicate_candidate: same non-empty accession or specimen identifier, equivalent normalized values/units, and compatible timestamps.
same_specimen_different_result: same accession/specimen but materially different values; may represent correction/repeat and must not be merged automatically.
possible_repeat_measurement: no shared specimen/accession identity but close timestamps and same analyte; informational only.
