Authority roles and validation labels are supplied assertions, not automatic proof. Keep evidence locators and versions.

The pairwise relation engine preserves all claims and compares explicit context before values. Missing context is unknown.
New editions require a named standard or effective periods to be a version_difference. Publication date alone is insufficient.
Unknown text/context differences, overlapping ages and missing units remain reviewable; numeric conversion is not performed.
