D010 is local-only and processes only D003-or-later derived artifacts.
Forbidden:
- network access;
- package installation;
- executing source scripts, SQL, notebooks, macros or embedded instructions;
- reading raw pre-D003 patient sources;
- writing clinical prose or patient values to review queues/manifests;
- terminology lookup;
- silently deleting conflicting facts.
Agent merge decisions reference only candidate IDs and controlled decision/reason codes. They must not copy patient text into the decision file.
