D009 is deliberately not a terminology normalizer. Automatic lexical clustering is limited to normalized exact strings and a short reviewed alias whitelist.
Do not merge broader/narrower diagnoses just because they are related. Examples that remain separate without explicit review: 肺炎 vs 社区获得性肺炎, 糖尿病 vs 糖尿病肾病, COPD vs COPD急性加重.
Ambiguous abbreviations are never whitelisted automatically. Codex may approve a merge only by IDs in the text-free override file.
