D003 emits two kinds of artifacts:
- a sanitized data package
- an aggregate-only privacy/gating report
The report never contains raw direct identifiers or source excerpts.
Gate interpretation
downstream_processing_gate controls deterministic downstream processing of sanitized artifacts.
model_visibility_gate controls whether an agent/model may read sanitized content without an additional privacy review.
network_egress_gate is always blocked in v0.1.
Report sensitivity
phi_gate_report.json is still restricted_local. Even without raw PHI it may disclose dataset structure, counts, hospital-specific field names, and privacy-risk surfaces.
Residual findings
Only finding categories, counts and source references are emitted. The matched value itself is never emitted.
